I did a quick search on one of our older poudriere installations and *bingo*
nse document I cited instead of the one

current archive is covered by that older license and by that one alone.

E.g. check if they are newer in the FreeBSD quarterly repo, put them in our own
repo,
rebuild the repo index and then start poudriere bulk …?

all settings into /etc/rc.conf.d and /usr/local/etc/rc.conf.d.
Example:
