problem with apache log

Il get problem whit the access log every time the log turns over. Im using the newsyslog.conf and the line fore the log is /var/log/httpd/httpd-access.log 644 7 * @T10 Z after turn over I need to restart the apache to get it to log in the new file Kristianstad Teknikverkstad
