FreeRADIUS handles only RADIUS. You'll need something else for
dial-in and modem control.
As a start, there's nothing in the web pages or
Freeradius handles authentication, authorisation and accounting. It doesn't handle the dial in process. For that you'll need a network access server. Try mikrotik (www mikrotik.com)
