Proxy Not working

We are setting up 2 factor authentication with Wikid via our current freeradius server. Using Centos 4.6 and freeradisu 1.1.7. Raidus is currently using LDAP for user authentication. For some reason the radius server will not forward the Proxy requests to the wikid server even though it
