Pretty sure it is a user error. The include is within a "#ifdef UNIX" and "#ifndef HAVE_POSIX_TERMIOS" block. UNIX defined and not HAVE_POSIX_TERMIOS is a a rather old unix box. I think the mingw compiler works either as a modern unix-like system or a non-unix system, not an old unix system.
