This paper is based on a keynote speech given by vivian
Hutchinson to thirty-one New Zealand Mayors gathered in
Christchurch 6/7 April 2000 to launch the Mayors
. It is a proposal that would
replace a portion of national taxation, perhaps 5 to 10
percent, with new environmental levies. The tax shift would
also provide a significant economic stimulus package with
no revenue cost.-- Vivian Hutchinson

I am neither against the globalization of exchanges, nor the
emergence of new technologies. Such an attitude would be absurd.
But I am against their being taken over by a tiny minority of
economic power centres, oft

and silver trophy was presented to Shirley Vickery who received the
award on behalf of the Jobs Research Trust.
