FVWM: add to root menu

Is there an easy way to add a custom entry to the beginning of the root menu? I see references to main-menu-pre.hook, but it looks like that is a Debian invention, not something in the stock fvwm/fvwm-themes. Would Piperead work for this? I don't really want to change the entire root menu,
