This is probably a bug with xine-ui, and the way it forces the combo box
windows to stay in place. It doesn't seem to take the border added by fvwm
in account.

A workaround is to do 'Style "Xitk Combo" !Borders'. I'm not sure if
anything can be done in fvwm to avoid the race condition.
