  Improve fvwm-menu-desktop error handling.

  * Checks if $FVWM_USERDIR is defined.
  * Errors out nicer if python-xdg is not installed.
  * New option --menu-error|-e that will output the python-xdg
not found error or no menus found error to the generated menu.
For use in default-config.
  * Add -e to default-config.
  * --verbose now informs the user when defaults are loaded from
the config file.
