I suspect I'm missing some key point here somewhere, but ganglia has
been broken on my cluster since I was forced to replace the
motherboard on the master node, while it was working just fine prior
to the change.

I have isntalled ganglia-3.0.7 from source.
When i start gmond, it is starting up (/etc/rc.d/init.d/gmond start).
Whenever i check its staus its saying that *gmond dead but subsys locked*..
Also , *telnet localhost 8649 doesnt give any xml output..*
please let me know how to get off
Why don't you try starting it directly, with debugging and not in daemonized
mode: /path/to/gmond -f -d10
You will see the error probably. Otherwise check your logs (I know you
know:).

PS: I believe this subsys error comes from your distro's service management
system (not from gmond

The config looks right. I used your values and started up gmond on my laptop.
Everything worked fine, so I am not sure what is causing your problems. The
only thing I can think of is that maybe it has something to do with your
multicast configuration.
What version of gmond are you running?
