Move clas.txt to a location accessible by non-members

there was talk recently about changing the ACL for clas.txt so that non-members
PMC chairs can do their duties. the lenya pmc would really appreciate this,
since it would lessen the burden of the one asf member in our pmc, steven.
if this is not the right solution for this problem, please advise..
