so I copied the old dir (cp -Rp) to:

I hope that's just a typo. It should be /usr/local/portage/layman.
and edited the /etc/make.conf to to this:
source /usr/local/portage/layman/make.conf
You also need to edit /usr/local/portage/layman/make.conf
