I found out the trick.
On /etc/lvm/lvm.conf the line;
filter = [ a/.*/ ]
should be replaced with;
filter = [ a|/dev/hda4]|, r/.*/ ]
(in my case)
Previously I made the line as;
filter = [ a|/dev/hda]|, r/.*/ ]
Now
# vgscan

/etc/lvm/lvm.conf'. Also you might try taking a look at the output of
pvscan -vv, and make sure that hda4 shows up.
