They are in portage as app-admin/gnome-system-tools. The users-admin Tool seems to have developed further since the picture on the site was taken. I'm not in a Gentoo machine, I'll install it in a feel days again. After I backup all my files. Nothing requires Gnome while Gnome is a packet of many programs. The mean is, Gnome dependencies like GnomeLib.
