You are probably setting the xkb keyboard type incorrectly, assuming you are using Gnome, KDE, or Xfce - You need to tell the desktop environment that you have an "evdev" keyboard, instead of whatever keyboard you actually have, and use the "evdev" driver (if I'm not mistaken).
