am I doing something wrong?
Whenever I emerge a new sys-libs/timezone-data
I need to do afterwards
rm -f /etc/localtime
ln -s /usr/share/zoneinfo/Europe/Berlin /etc/localtime
(This is with baselayout-2.0.0)

Thanks, but it doesn't work here. I must be doing something wrong.
Now,
I have deleted /etc/localtime
/etc/conf.d/hwclock contains
clock=local
(which is recommended for a dual boot system with Windows)
For /etc/timezone
I have tried both
Europe/Berlin
and alternatively
Europe/Berlin
In both
