I fixed it by downgrading to ffmpeg 2.x and I had to disable ffmpeg
support or uninstall a couple of unstable packages. But I'm running a
mostly stable system.

I have
[I] sys-devel/binutils
 Available versions:
 (2.25.1) 2.25.1-r1
 (2.26.1) (~)2.26.1
 (2.27) (~)2.27
 (git) **
   {cxx multitarget nls static-libs
test
  vanilla zlib}
   Installed versions:

2.25.1-r1(2.25.1)(01:06:59 AM
  01/11/2017)(cxx nls
zlib
  -multitarget
-static-libs -test
  -vanilla)
2.26.1(2.26.1)(07:16:43
  AM 12/27/2016)(cxx nls
  -multitarget
-static-libs -test
  -vanilla)
2.27(2.27)(07:23:40 AM
  12/27/2016)(cxx nls
-multitarget
  -static-libs -test
-vanilla)

But only one version of sys-libs/bin-utils-libs

But I found binutils-config and just switched from 2.25-r1 to 2.27, so
I will see what happens.
So, after removing the old versions of binutils, the preserved-rebuild
problem went away!

Thanks all for all your help on that . Now I have to somehow deal
with the gst-plugins-ffmpeg.

are you saying that you only have one version of binutils installed

for "old stuff"

IUf you have other versions' cruft still lying around in
/usr/lib64/binutils/x86_64-pc-linux-gnu/, then move that junk out the
way and try again. It's very likely dynamic runtime nonsense that
depclean didn't know about

Unfortunately the file is owned by
sys-libs/binutils-libs-2.27

There is a 2.25 version as well. Now in the binutils itself I have
several versions at the same time.
But there is no other version of sys-libs/binutils-libs but the 2.27.

I had this same loop last week, and I found this[1] forum thread
helpful. Apparently on my and janos666's systems the
/usr/lib64/libbfd-2.25.1.so library was erroneously left behind by a
previous depclean. If you dare, first make sure the library is not owned
by any current package: `equery b /usr/lib64/libbfd-2.25.1.so`. If it's
not, removing the file manually should do the trick.

Remember to take precautions though, khayyam suggests binpkg but I just
took a copy of that library so I could put it back with a rescue system
if binutils broke.

ffmpeg is updated, no problems there, just the plugin is messed up,
but I will check the other bugs and see if there is any advice there.

You'll need to look at the bug reports that block this one, which is a
tracker. I ended up uninstalling a few packages, some probably
unnecessarily, before I could get ffmpeg updated. However, all seems well
now.

OK, so how does this bug help in fixing my problems with

Have you depcleaned recently? I used to have multiple slots of binutils
but now have only 2.27 installed.

Is this the bell you are looking for?
https://bugs.gentoo.org/show_bug.cgi?id=574788

The ffmpeg 3.x upgrade has caused more than its fair share of issues.

All of that looks normal and correct, no problems. I can't see any
reason why portage lost track of what it's preserving for binutils

No, just testing. I could unmerge and re-emerge ffmpeg, but not the
plugin.

Ugh. Those problems are horrid to fix

Let's establish first what portage thinks the problem is. What is the
output of

ldd /usr/lib64/binutils/x86_64-pc-linux-gnu/2.25.1/libopcodes-2.25.1.so

and just for fun

ldd /usr/lib64/libbfd-2.25.1.so

Plus, what are your USE flags for binutils.

This one rings a bell but I can't recall exactly what.

I have several times in the past resolved these by brute force,
unmerging the problem package and the thing it depends or or links to,
then rebuilding both.

Are you by chance running a mixed stable/testing system here?
