 I suppose you could run equery depends python-2.2.3 and see what depends
 on it.

rygel conf.d # equery depends python-2.2.3
[ Searching for packages depending on python-2.2.3... ]

Does anyone know if that means it's safe to uninstall?

I recently removed it from a machine that I administer with no
ill-effects.
