The common 1.0 approach is to write a rules for each value.
In any case I dubt that you have CNTRY_NAMEs called 1,2,3,4 ... maybe would
be better to change numbers with the country names.

I have followed the GeoServer on Steroids notes and I did the following:
1. Added projection using gdal_translate
2. Added inner-tiles (512 x 512) using gdal_translate

If you really need mapfish 2 it's easy to install it as a separate app.
Just download the war and deploy it, all you should have to change in
your code is the print capabilities URL, everything else should work the
same.
