Do you deploy Geoserver into a web container like Tomcat or is it running as a service? The set up I have is: Geoserver deployed into Tomcat GEOSERVER_DATA_DIR in /webapps/geoserver/WEB_INF/web.xml set to the path for geoserver data on the file system. This is outside of the gesoerver
