Moreover, the use of just one layer group would be very annoying in case of
new layer to be added, if I have to click over 90 (3 x 30) times to get this
new one on the top of the list.
By the way, what about an easier way to change the order of layers in a
group?

I removed the sharp from the SLD and inserted it ("%23", not "#") in the GET
variable like below, it works well.
"[...]&env=stroke:%23FF"

It can't come from the URL because even the default value of stroke is
ignored (and even without GET variable). Syntax error aside, I don't see
where is the point.
Moreover, I have no problem with the fill, whereas it is exactly the same
syntax.
