Try using tomcat6 if the problem is still there.
He is right. I tried to install geoserver on CentOs 5.8 tomcat5.
After I create a new server (CentOs 6) and installed tomcat6 geoserver there,
there is no problem.
Geoserver runs smoothly.

Finally I found some time to this.
I'm still without success :-(
I'm unable to install newer tomcat (now 5) bacause of my hosting service.
After clean installation of 2.3, I check thru all logs.
There are two messages, which caught my eye.
INFO: Deploying web application archive geoserver.war
Hi,
Just tried by removing files, but there is no changes on start - fails.
I even remove directory from webapps and reload a new geoserver.war - same
again.

Stephan was right, in the war file there are only the properties:
layers.properties
service.properties
users.properties
after your install you may have also:
services.properties
rest.properties
The rest is created at the first start of geoserver.
