The bin download starts up in Java 11 and Java 8 and displays the usual
previews; looks good enough for a milestone release.

I would appreciate a geotools proposal, but it is not a blocker. My
preference is mostly so we can write up what has been done for the
developers guide (your emails are detailed but it is frustrating to dive
back to then months later - for example when struggling with formatting).
