sorry for the long intro, but I tend to believe that context is
important.
When I have the time, I'm gradually trying to 'process' raw photos
I've taken in the past. A brief overview is: select a base exposure
and two others for shadows and highlights (typically ±2EV), put
those in layers
Have heard reference to a Gimp 2.9."something"... there was one user
creating a demo (or tutorial) showing some method of rotating, scaling and
a window called "playground"... what is this all about? I'm using Windows 10

Actually, the "Perspective Transform" tool can also be used for any combination
of scale, rotate, and shear, but it only works if you're diligent about what
the values shown in the transformation matrix mean and how to manipulate them.
