I've never had to do that. I'll have a fiddle, but, can I ask, what do you
see in the "Tool Options" when you open GIMP without an image? I attach a
screenshot of my GIMP window when I open it.

A friend of mine put together a file to used on iRacing & Trading Paints. When
he has it open in GIMP, he can see the broken down file where he is able to
