A very small nitpick:
OPTIONS pragmas are only looked for at the top of your source files,
upto the first (non-literate,non-empty) line not containing OPTIONS.
Why doesn't non-empty include comment-only lines?
I usually start source files with the equivalent of:
mingw (2.0.x) supplies a libreadline.a, but no header files to go with it,
which is why the readline package isn't being built (and shipped.) Hopefully
this will be fixed in a future release (of mingw.)
You can either go the route you suggest, or pick up a mingw port of
