The first responsibility of any society is to make sure that no citizen goes to 
sleep starving or on the verge of starvation. Its next concerns should be about 
providing adequate education, health facilities and housing. A country like 
India can not stand on the international stage when everybody is aware 
that large sections of its population goes to sleep, everyday, begging and on 
the verge of starvation. 

 
Once the Indian Govt has shown it is capable of resolving the country's 
problems, it can take that success to the international stage. Trying to be a 
pretender on the international stage now will only mean that the Indian 
taxpayers money will be wasted abroad. I may add that that same money is 
desperately needed for local infrastructure.

 
As for the supposed war on terror, the Taliban has just accepted a two week 
truce with the Western troops. The poppy crop has to be harvested!  A cartoon 
in today's, The Globe and Mail, Toronto, captures this Monty Python moment in 
all its deliciousness. Two western soldiers in Afghanistan are reading from a 
newspaper the infamous words, They will greet us as liberators and shower us 
with flowers. Next to the two soldiers is a Taliban tossing poppies at the 
soldiers. 
 
This year, the Taliban expects to harvest its biggest crop ever of poppies. I 
suspect the money from this crop will be used to buy weapons to fight the 
invaders.

The writings were Latin to me with some Greek philosophy.

understand

the concepts.

point is that the message of the Cardinal is to be taken, not just some

atheists. From the outset the Cardinal stated his faith in God revealed by

Then he says that God is not a fact in the world (as object of empirical 
sciences),
but a mystery (that cannot be known exhaustively), but should be embraced in 
faith and love.
The Cardinal speaks of a personal God. What I am correcting is the wrong, 
reductionist notion,
that we do not know whether God exists or not. Mystery is a living, 
hidden, real, being.
Perhaps we can say that it implies that the Cardinal is an agnostic, if we 
read only those lines
and do not understand and misinterpret the word mystery. The Cardinal does 
not say that at all.
That is what I am trying to correct. In fact, the Cardinal has already 
clearly proclaimed:

I believe in the God revealed to us by Jesus, who is the father who
forgives us, accepts us, and loves us. He is the God who speaks to us about
who we are, how we should live and teaches us the ways that will lead us
into a responsible exercise of our freedom. If we close our hearts and minds
to him, if we forget or exclude God, then our lives lose both meaning and
hope.
God is a Father who loves us, a Person.
Why do you think of yourself as a supurlo Goyenkar?

STATEMENT OF SHRI EDUARDO FALEIRO, COMMISSIONER FOR NRI AFFAIRS, AT HIS 
PRESS BRIEFING

(May 13, 2008)


I shall be visiting Mozambique and Kenya from May 16-24. During this visit, 
I shall meet the Goan community, other communities of Indian origin as well 
as Foreign Ministers and other leaders of the two Governments. Goans 
migrated in significant numbers to East Africa in the 19th and 20th 
centuries. They formed the backbone of the Civil service, Railways and the 
educational system in those countries. Some of them clamoured for reforms in 
the colonial system and later inspired the movement for total independence 
from European rule.


The visit is being organized by our High Commissions in Mozambique and 
Kenya. I visited both the countries in 1987 as Minister of State for 
External Affairs. Whilst this visit is in my capacity as Commissioner for 
NRI Affairs of the Government of Goa, I have been briefed by the Ministry of 
External Affairs so that the visit also contributes to advance bilateral 
relations between India and those two countries. I shall be accompanied by 
the Director for NRI Affairs, Shri U. D. Kamat.


*  In Mozambique apart from my meetings with the Goan and other Indian 
communities, I shall be meeting the Ministers of Foreign Affairs and Science 
and Technology and other senior leaders of that country. The number of 
persons of Indian origin in Mozambique is estimated at around 20,000 
families; about half hold Mozambican nationality whilst the other half have 
Portuguese nationality. There are also about 2000 persons who are Indian 
nationals. Persons of Goan origin have been in Mozambique for generations 
and presently number around 1000 families. They celebrate the Goa Day every 
year and invite members of other Indian communities as well as Mozambican 
leaders. Our High Commission participates actively in this function.


*  The Government of India under its international cooperation programme has 
set up several development projects in countries of Africa to empower the 
local people. It has offered a Cashew Processing Plant to Mozambique which 
has already arrived there. The Plant will be installed by technicians of 
HMT, Bangalore. A consortium of RITES and IRCON are working on the 
rehabilitation of the Beira Railways. M/S Tata and Mahindra have a 
significant presence in the automobile sector in Mozambique. The ESSAR Group 
and Jindal Steel are also present there. Some Indian owned companies have 
coal concessions in Mozambique. Lines of credit have been extended by the 
Government of India for rural electrification, rural sanitation and 
Information Technology projects in that country.


*  My visit to Kenya will be broadly on the lines of the visit to 
Mozambique. Apart from the Goan and other Indian communities, I shall be 
meeting the Foreign Minister and some other Ministers of the Kenyan 
Government. Kenya held General Elections recently and a new Cabinet was 
sworn in earlier this month.


*  A large number of persons of Indian origin including Goans, such as the 
legendary Pio da Gama Pinto and Joseph Zuzarte Murumbi participated in Kenya's 
struggle for Independence. At present, there are about one lakh people of 
Indian origin and Indian nationals in Kenya. They play a vital role in 
commerce and industry. The Goan community which used to have a fairly 
sizeable presence in that country has shrunk to about 500 families. Goans 
are mainly in the banking and IT sector. Some are also in business. Like 
other people of Indian origin, a large number of them emigrated mainly to 
the U.K., US and Canada and acquired British, American or Canadian 
nationality or passports. The Goan Gymkhana in Nairobi was established in 
1936.


*  Students from Kenya come to India regularly for higher education. India 
offers 30-40 seats every year in Indian Universities to Kenyan students 
since 1964. Under the ICCR scholarship scheme, 15 scholarships for 
undergraduate, graduate and research studies are awarded each year. Kenyan 
Defence personnel have also been attending senior level Defence training 
programmes in India.


*  Kenya is a major exporter of agricultural and horticultural products and 
there is good scope for cooperation in setting up agro processing industries 
in that country. Kenya's tea industry is the world's third largest after 
India and Sri Lanka and there is great potential for exports of tea 
machinery to Kenya.

Dears,

Blame it on El Nino effect or any other cause, the Konkan Fruit Fest
and the mangoes of Goa have recieved the attention of the local
newspapers. Not everything that has been written is correct, but at
least the fruits are receiving some attention instead of the constant
focus on sex, sleaze and the Regional Plan.

The fresh fruit entries have begun rolling in to the Zonal Agriculture
Offices. the stalls are ready at the promenade at Panaji and the
nurserymen and others are raring to go.

Dear Mario,

Once again, thank you for taking the time to reply to my e-mail, but you have 
not let me know about whether, you a Goan, can buy land in Kashmir.

My reply - Yes, the Americans, are scary people, they elect an actor - Ronald 
Reagan,  as President,  but feel a highly educated, accomplished, 
well-experienced woman like Madam Hillary Clinto cannot be elected as the next 
Prez of the US. Yes, I guess, Hollywood actors do fit the American vision of 
leader of the USA.  The number of excuses through e-mails sent by every US 
male, to me,  are many and ridiculous, for not wanting a female President. Yes, 
we women around the globe are wondering who exactly will US males ever think, 
is the right woman to be elected as the US President.  From what all women 
around the Globe are observing, women power does not exist in the USA.  US 
women are forced to follow the decisions of their male counterparts, in 
electing a MALE as the next US President, as US Males will never allow their 
country to be ruled by a WOMAN.


Your statement below - Actually, you have unintentionally confirmed that the
US is above making such important decisions based
simply on gender or race, but on their perception of
the whether the individual fits their idea of who they
want to lead the country.

My reply - I am  amazed, that there are still, long over-night queues outide 
the  US embassy where non-American Goans are waiting , nay harassing US 
officials to help them migrate to the US. 

Your statement below -In case you missed it here is an unbiased opinion
based on personal observation on what the US I know is
like from a non-American Goan who lived here for
several years:

Yes, once again, the present Goan govtmt with the help of Goans are doing their 
best to preserve Goa, for the future of our children.

Starting with that post I have become like a stuck
record on how Goa can protect it's environment through
local zoning laws rather than authoritarian separatist
Marxist notions that have no place in a modern
democracy having failed wherever else they have been
used.  Zoning laws control development without
stopping it and make it compatible with the
surroundings, history, architecture, culture etc.

By the way, local zoning laws are not specific to the
US, they are used across Europe and in every rational
civilized country.

No it doesn't.  Anyone who deliberately destroys
nature should be locked up, after they are soundly
spanked, and they should then throw away the key.

The real issue in a free democracy is who gets to

with local input, are a sensible solution that control
development without preventing it and make it
compatible with the local environment.  Everyone wins.

To begin with, my comment you are referring said it
was none of the government's business why someone
would want to sell their property, not what is done
with the property after someone buys it.

Citizens in a democracy can get together collectively
to influence their local legislators, as the Aldonkars
did and the SEZ opponents as well.  This is perfectly
legitimate as long as it does not trample on the
rights of minorities.  These decisions can still be
challenged in court and the legal system will
arbitrate.  All such heat and angst is precisely what
zoning laws would avoid,

A VISION FOR GOAN VILLAGES

Each morning when I walk to my studio in Colvale I see how our village
has grown at an alarmingly unplanned rate. With a rapidity that is
astonishing. One day there is a walled home. The next day it becomes a
dumping ground for the neighbour's garbage. In a week the same home of
some poor soul in faraway Kenya, UK or Canada becomes a dumpsite for
the entire vaddo. I am not ashamed once a week, or sometimes more,
often to become a ragpicker. I just cannot believe that there is an
indignity in cleaning up the path I tread daily. One would imagine
that some people would be shamefaced to see a celebrity picking up
garbage and follow example. Instead I get curious looks and remarks
that are not worthy of recounting.

At home in the early dawn or late at night, I think about my village
Colvale. How it went from sleepy hamlet to a village fast turning into
a highway town ringed with polluting industries. It is a crying shame
and a lesson in what should not happen to any village in Goa. This
then is my vision for every village in Goa, which I hope the
Government and the people of Goa will encourage. As in all cases there
have been many rainbows in the storm. These need to be highlighted so
that people who care and love their villages can follow as examples of
civic and social responsibility.


1.  PANCHAYAT CONTROL
Goans mistakenly imagine that their job is done once the ballot has
been cast. No!! On many instances I have pushed the Sarpanch and the
Panchayat to act. Over early morning tea, I have ensured that no
hoardings come up on the Colavle plateau nor on the village NH17
route. All it took was a serious talk with the Panchayat. The same
goes for garbage clearance. When it gets too bad take the matter to
the Panchayat office and demand that something is done. After all
there is a budget for the same. I know of many responsible citizens
who have worked to ensure that services like health and pharmacies are
installed in their village. I hope many proactive Goans follow suit.

2.  GARBAGE MANAGEMENT
Every village and city should have its garbage plan in place. It's a
lot of rubbish to talk about a dumping site. That is the easy way out.
If a city like Paris can have its garbage plant bang in the middle of
banks and residential areas, with no emissions except power for
electricity, why can't we have the same?? Our lazy, fat, corrupt
ministers need to be voted out for not addressing the garbage needs of
a paltry 1.3 million persons. But forget about the government. If they
are so insensitive and stupid, it's time that concerned citizens took
the garbage issue in their hands and did it themselves. If we can
raise funds to build temples and churches and spend lakhs on weddings
why can't we collect the 2 lakhs or less to buy a garbage compactor
and get the job done?? All the wealthy people in Goa should hang their
heads in shame and write out a cheque to make their village garbage
free.

3.  CULTURAL MONUMENTS
It's all very well to say that our churches, chapels and temples are
rich enough to sustain themselves. But is that correct?? I have heard
many persons who say they don't go to places of worship. Fine. But
when your village looses its temples, churches or mosques to ruins,
please be aware that we are all silent witnesses and participants in
the decline of our cultural monuments. Please be more involved to save
what we have and to conserve the village legacy that we have been
blessed with. Towards this cause one must be aware of the village
history and preserve the objects of culture. In Colvale we were known
for our black shells (kayem khubem). With the sand dredging we failed
to preserve the young shells. Today not a single shell exists in a
place where, as children, we would put our hands in the sand and get 3
or 4 shells in a handful of sand. A pity. But also a lesson that we
can still reintroduce the shells and stop the sand dredgers from
removing sand in these marked areas.

4.  STREETS AND PERSONAGES
A couple of months ago I met a French lady who came from Paris to see
where Abbe Faria's family came from in Colvale. With shame I informed
her that the home was a ruin and there was not even a marking to
identify the spot. Even though the home is no more I still feel we can
erect a statue and name our main street leading from temple to the
church as Abbe Faria street. We owe it to our glorious ancestors to
commemorate their contribution to Goan history. It is

Apart from the politicians messing up and selling off
Goa's land to the highest bidder, there are other
reasons for land being such a pressure point for
the Goans.

It is that, unlike rest of India, Goans havent
diversified and tried to get into other industries
in a big way to make money.

Today, worldwide it is intellectual property, not
land,  that is driving wealth creation. Sure natural
resources
based issues such as those of oil prices are
important.
But a significant amount of population has gotten into
trading (globalization brings about new avenues of
business here), services (financial services,
advertising, entertainment other services), IT and IT
enabled services etc etc. In fact,
India is booming with jobs with supply of skilled
human resources not keeping pace with demand.

India has seen a number of below-40 billionaires in
the last few years, many of them making money in
financial
services/ stock market etc.

The biggest brand in the world today is Google a pure
IP based company, a company that was started only 12
years back. The founder of Facebook a company valued
at $15 bill dollars is hardly or not even 25.

Once Goans start making money in these areas, they may
be able to look at the land issue in a slightly
different perspective. Not that land is not important,
but one may be able to look at things more logically
than in a completely emotional manner.

Another wonderful populist post from Mario, talking
through a hat which is weather-worn by now. The
self-proclaimed champion of capitalism in cahoots with

Let me just bring you up to speed about Panchayats in
Goa. First, their elected head is more often than not,
the most uneducated bandit of the village. Secondly,
he is not averse to corruption and bribes of his own.
For every one mega-project that he may oppose, please
ask him of the hundreds of illegal extensions, water
connections, room leases without sanitation, buildings
without relevant approvals, that he will turn a blind
eye too because he has been adequately bribed. Also
ask the Panch, how many small ventures or business he
puts on hold because he has not be adequately bribed.

Goa is such a small territory, there is no need to
divest planning power to the panchayats. Infact, there
is a need to consolidate power but with the intent to
use it beneficently. Unfortunately when such a move is
made, power rests in the hands of people like Babush,
thereby consolidation earning more ire.

I take it Mario's plan to SAVE GOA is about as solid
as his plan to abolish casteism among Catholic Goans.
Both are conceived in thin air :-)

Hi Eddie
 Just for the record, I want to say how saddened I was
by what Michelle Savage had to say about the
difficulties she and her husband faced in Goa when it
seems clear that they chose to live in Goa with
perfect credentials, finance and clean motives. I
would not say the same about many others who have
'colonised' parts of Goa and illegally blocked areas
to local Goans and about which the Government should
act by easily deporting some, when  entirely in the
wrong, as per the law.

I do not wish to repeat many of the points on this
theme raised by Selma, Mario, Santosh etc but want to
emphasise that it really is time that many fellow
Goans got out of their extreme parochialism  that
determines their mindsets about contemporary change in
Goa. I say this whilst fully recognising the effects
on ordinary people of significant population change in
Goa but want to emphasise that demonising new people
seeking a life and contribution to Goa is not the way
to do it. It is a fact that virtually all people
resident in Goa today came from elsewhere in the
recent or distant past and that there will continue to
be transitions because of the normal human movement
phenomena.

We really have a global paradox today in that, in
virtually any part of the world, local residents are
besides themselves over new settlers in their midst
but at the same time, over 200 million (including
large numbers of Goans) are currently seeking a life
in new countries. This is a fact that, has to be
reconciled with, and adjusted to, through intelligent
means and endeavours by the Goans in Goa. There is
indeed, at least on Goanet, something to say that,
constructive and carefully thought-out planning is now
becoming more evident and I would want to wish this
aspect (rather than xenophobia) every success.

RE the comments of Sandeep Heble.  The objections to the paintings of Hussain 
have been stated many times, even on this forum.  The essential point here is 
not nude paitings, but paintings of Hindu gods and goddesses in nude.  
Furthermore, in some of the paintings, Hussain as used his so-called artistic 
freedom to depict the gods and goddesses in erotic position.  And Hussain has 
used his artistic license only in case of Hindu gods and goddesses, but not 
even on secular subjects, except in case of Hitler.

I am told that in a TV programme in September 2004, he explained that the 
reason he painted Hitler in nude is because he considered Hitler to be a 
shaitan (devil).  When a member in the audience asked if, given the fact that 
he painted Hindu gods and goddesses in the nude, he considered them to be also 
shaitan, he gave no answer.  (And let us recognise that in Sept 2004, when 
there was already cases against Hussain in courts in India, he was free to go 
about in India and even appear on the TV!)

Sandeep makes a definitive statement that those who protested against Hussain 
hadn't even seen the paintings, leave alone understand them. On this forum, 
the nature of the objectionable Hussain's paintings were discussed, and I had 
said that they are already circulated around the net.  I do not know how 
Sandeep can make such a definitive statement.  I havbe sent him, privately, 
copies of the objectionable paintings, and I would appreciate if he makes 
comment on them.

Incidentally, an arch secularist, Tarun Tejpal wrote some time ago: Defending 
artistic freedom is easy, but defending Husain can be tricky. Recently I was on 
a television panel discussion on the Limits to Artistic Freedom, and most of 
the show revolved around Husain's painting of Sita and Hanuman, and the ensuing 
attack on him by the Bajrang Dal. As a die-hard liberal, I was expected to 
defend Husain, and I did, but with dampened enthusiasm, and that too merely the 
principle of it, and not as its practiced by Husain. For, a few minutes before 
the show began I had a chance to see a copy of the painting. I must admit it's 
an incredibly erotic one - unlike the nude Saraswati which can be seen as 
ethereal - and Husain must really love trouble to have let it out into the 
public domain. Whatever their artistic worth, such paintings have simply too 
much inflamatory potential to be sent out into the world. I'd be curious to 
know what Husian was thinking when he fired it off. [Outlo

So an incredibly erotic painting of Sita and Hanuman is defended on a matter of 
principle - what exactly that is I do not really understand.

The High Court judgement quotes Pablo Picasso as saying art is never chaste.  
Does this mean that Picvasso thought that it was perfectly legitimate to paint 
gods and goddesses in an unchaste manner?  Perhaps Sandeep can enlighten me.

Picasso is also quoted as saying: Where (art) is chaste, it is not art.  
Hussain is famous for his pictures of horses.  I think they would be classified 
as chaste.  In which ase, Picasso would classify them as not art.  It is then a 
wonder how these non-art pictures fetch such high prices!

The judgement talks about erotic art in Hindu temples.  This point too was also 
discussed on this forum, and the point made was that the erotic sculptures did 
not depict gods and goddesses, and that this art is not the general rule.  I do 
not understand how the judge is not able to make the distinction.

The judgement says: Today Indian art is confidently coming of age. Yes, in 
the context of the judgement, does one conclude that this coming of age is 
restricted to only the erotic art of Hindu gods and goddesses?

The judgement says: Sex and obscenity are not always synonymous and it would 
be wrong to classify sex as essentially obscene or even indecent or immoral.  
Yes, I agree with the statement.  But the operative part is not always.  So 
one has to see the pictures under consideration, and make a judgement.  As I 
said earlier, I have sent the pictures to Sandeep, and I look forward to his 
comment whether in this case sex and obscenity is synonymous.

The judgement also says: Our commitment to freedom of expression demands that 
it cannot be suppressed unless the situations created by allowing the freedom 
are pressing and the community interest is endangered. The anticipated danger 
should not be remote, conjectural or far-fetched. It should have

This article by the so called foreigners, ( I would call them willing Goans)
to our politicians they are foreignor, NO Votes so call them alliens,
The concept of foreigners cannot buy land, why , like they have put it
accross, can we absorb all our Goans abroad, ??
What are we trying to do dig our past,
I would do the basic, hold on to my land,
we have survived by exodus to Sea , Africa, Gulf , UK, US and Australia, if
we can so can they.

 with the stress of working in high pressure jobs. Our children were all
 married and half of them had moved abroad. We looked around and decided to
 move to Goa.

 We approached a reputed builder and local advocate, who all told us we were
 safe to buy property in Goa. To be on the safe side, we asked the advocate
 to confirm through the Reserve Bank (RBI) that any purchase made by us was
 legal. We received a letter from the RBI advising that there would be no
 objection, providing we complied with FEMA. We still have this letter.

 As we are not great lovers of modern architecture, we purchased an old
 Portuguese house with a nice-sized garden. All the paperwork was completed
 and we took possession of the property. Renovating the property and grounds
 was expensive; in all honesty it would have been cheaper to build a new
 house. But we were happy that it was our last house and we would make it
 just as we wanted.

 For several years we were very happy in Goa. Then all of sudden we are
 being
 treated quite disgracefully. The press runs daily horror stories of how Goa
 doesn't want people like us. We originally came on a 5 year X Visa. Then we
 were told we no longer qualify for these visas, and can only have a
 six-month tourist visa.

 Now MLAs are openly saying that properties purchased by foreigners will be
 confiscated and auctioned. We sadly decided to leave Goa, but were informed
 that we could not sell our property. Our builder, who has enjoyed our
 patronage for years, has said that he will deal with all the paperwork if
 we
 sell the house to him for the initial purchase price (excluding what we
 paid
 him). My husband has become quite ill from all the stress, and we are now
 back in the UK so that he can be treated for the illness this has brought
 on.

 While we are here, I will asking the UK government to put in place a
 reciprocal arrangement whereby properties of Goan settlers in the UK are
 confiscated and the country's 60,000 Goan immigrants are forced to return
 to
 India. We want to say that we wished we had never heard of Goa and had
 never
 visited India. The whole experience makes me want to constantly cry, and I
 have been prescribed anti-depressants, something that never happened in the
 past. I would make a sincere plea to the authorities in Goa. We haven't
 done
 anything wrong. Let us sell our legally purchased property and we guarantee
 we will come back again.

Land is a resource and like any other resource it is
in short supply. People all over the world are facing
the same problem Goans are, which is why you elect
governments that put in place, affordable interest
rates, housing loan assistance, relieving the pressure
on the housing market by building low-cost housing.
These are some of the legitimate ways of doing it in a
free-market democracy.

Yes, ofcourse we have to conserve our land, our
culture and our heritage but we don't have to lose our
dignity or thwart democracy in the process.

It is quite wonderful that new laws can be introduced to protect Goa  Goan 
land from non-Goans or should this be non-PIO.  Yes wonderful.
   
  Is it so wonderful that these laws can then be back-dated to another time or 
put out a person or family from their home AFTER they have settled  lived in 
the country, no doubt contributing as did this couple in their retirement 
years, by doing up an old house  also the land surrounding it, only to be told 
to leave, Goa does not want you?
   
  I was approached by a developer some years ago, visited a conference they 
held at a hotel in Kensington, London.  Was absolutely thrilled to see what was 
happening in Goa, but that was some years ago, at least 15 years ago.
   
  My wife  me where self-employed business people on good money, we had a 
young family but thought about our future and wanted to do the same as this 
couple, buy a place and build a house, with a little land for cultivating own 
vegetables, have a nice tree or two and flowers etc.  
   
  But we were very wary of the rights of our children, being girls etc. 
in Goa.  Since my post on this last year, I was advised at the time that if my 
girls were PIO then there is no issue, there were several routes we could take 
to ensure their future, and property rights etc.
   
  After much ado, here  there we noticed the developers were always asking for 
money upfront, the villas or duplex's etc were not yet built but deposits were 
being taken, so we did not go ahead.
   
  Lucky for us.  PIO or otherwise, one of us is NOT a PIO, will the Goan or 
Indian Government then choose to add a further amendment to the law and 
prohibit any spouse of a PIO not reside in their house?
   
  Goa is getting hysterial with this, I am so very sorry for this couple, who 
in 8 years have managed to live  contribute to Goan society in their 
retirement but have been made to feel like the Ghattis the Goans abhor... 
PIO or not, this couple were Westerners sorry, but Goa is for Goans only, no 
other people, not even from India or other parts of the world are welcome to 
live there.
   
  Do come as tourists, we want your money, but if you decide to stay a bit too 
long, then we dont want you, we want new, fresh (young.?) things with 
money, spend spend spend on booze  drugs, till you drop, or we will drop you, 
one way or another.
   
  Disgraceful, I cannot believe my eyes and ears these days.  Luckily MY PIO 
spouse is from Mauritius, where I AM welcome, as her spouse, to live 
indefinitely, in much the same way as she is WELCOME to live in the UK, where I 
was born, of European parentage, live, work, contribute to the society, as she 
has done for past 19 years.  In Mauritius I know I will not be treated in this 
way, by the Mauritian Government, nor by the locals, with whom I have a great 
rapport.  I am not the only European welcome in Mauritius, but then I suppose 
Mauritius has kept its exclusivity, anyone who can rustle up a couple hundred 
quid can find their way to a hotel for a week.  For the same in Mauritius, 
well you need to rustle up five times that, and that's just the cheap end of 
the market.  Anyone wanting a week in Mauritius can say goodbye to Rs 200,000 
(fare, travel, food, hotel, sighseeing).
   
  Unless you are like me, married to a Mauritian and have Mauritian relatives 
who know how to save money, rent a bungalow for the same price as I would have 
paid in Goa, yes that CHEAP.
   
  Maybe its time to draw a line.. if you dont want strangers in 
your country, put a sign saying so, just as the sign we once saw on Goanet, 
from a house owner wanting to rent his house   FOREIGERS ONLY ... except now 
it should read  Goans only, no Ghattis or Westerners need apply.

Dear Selma,

It is comforting to know that there are other Goans who share my concerns.
Yes, I too am puzzled by some of the Goan reactions to Foreign Nationals
buying property in Goa.  We have been led to understand that the Goan per
capita income is the highest in India but property prices used to be
comparatively very low.  They are now catching up with national and
international levels but the locals will not accept this and are looking for
scapegoats. 

Your analogy about Goans not being to afford fish is interesting but the
reason for this I am often told is due to the presence of tourists in Goa!
If this is the case I cannot understand why fish cannot be brought into Goa
from Karwar and Kerala.  Also, do fish prices collapse in the May to Oct.
period each year?

I do not believe that the threat of confiscation of Foreign Nationals
properties will stand the test of the High Court since the law is a Union
rather than a State one.  The Goa Government knows this but continues to
beat the drum to appease the mindless citizens. The noise is scary!

Background: Trouble began brewing in Paradise. Trouble began brewing
in otherwise quiet, sleepy Moira when P. D. Kamat of Aldona began
developing a plot in Povoasaum, Moira. When aware Moidekars like Dr.
Victor D'Souza, Ms. Vizilia D'Sa (Ex- Sarpanch) and the Moira Civic
and Consumer Forum found myriad loopholes in the project. They went
about the business of setting right the wrongs perpetrated by the
builders in a very systematic manner using various legal means at
hand. Their very rewarding and fruitful fight is worth emulating and
is reproduced here for others to emulate.





CONSTRUCTION OF 29 FLATS IN POVOACAO, MOIRA


This has reference to the 29 flats that are being constructed in the
area of approx. 2000 sq. mtrs. in Survey No.72/15 in Povoacao, Moira,
Bardez, Goa, the property of which belongs to Dr. Cecil Clifford
Anthony D'Souza of the U.K. through his attorney Mr.Gurudas Raikar of
Moira  who in turn has signed an agreement to develop the plot with
the builder M/s P.D.Kamat of Aldona.

The below mentioned information has been obtained under the Right to
Information Act 2005

1.  The Applicants file was given entry No.1217 on 3.1.07 in the
Village Panchayat's Office in Moira. And the site inspection was fixed
for 12.1.07. But on 8.1.07 the Sarpanch and the V.P. Secretary without
placing the file before the elected body, prematurely forwarded the
same to the Town Planner and other authorities for NOC's. Neither was
the file placed before the Gram Sabha as is required for all major
projects when such a resolution was passed by the Gram Sabha earlier.
2.  The Ex. Sarpanch who was the Administrator and the V.P.Secretary
recorded a resolution No.1 (a) on 28.3.07 and issued the construction
license to the Applicant for the said project.  In the light of this
it is wrong and misleading to state that the resolution was approved
in the meeting of the V.P.Moira as the term of the Village  Panchayat
had ended on 30.1.07.
3.  Dy.Town Planner,Town  Country Planning Dept., Mapusa in her letter
No.DB/21339/07/736 dated 8.3.07 observed .Further that the proposed
soak pit/septic tank is within 15 meters of the existing well to the
adjoining property, a well existing near the pump house in the
proposed site was not shown on the site plan. And hence the Dy. Town
Planner requested the Administrator, Village Panchayat Moira to keep
the NOC No.DB/12339/07/255, dated 2.2.07 of the Town  Country
Planning Dept., Mapusa in abeyance till the applicant revised the site
plan which was not heeded to by the Ex. Sarpanch and the
V.P.Secretary, Moira.
4.  Similarly, the Health Officer, Primary Health Centre, Aldona in his
letter No. PHCA/Comp/VP-Moi/06-07/1675 dated 27.2.07 agreed that the
well in Sy. 72/18 is in close proxity to the proposed soak pit of the
abovementioned construction. In this regards it is suggested that the
owner should shift the location of the soak pit to the nallah side of
the plot-where there is no well, on sanitation ground which again was
not heeded to by the Ex.Sarpanch and the V.P.Secretary.
5.  According to the procedures all the concerned 5 Departments ought
to inspect the site before issuing the NOC's/ permission for
construction. It is difficult to understand how all the five
departments (Town  Country Planning Dept., Public Works Dept.,
Primary Health Centre, Aldona, Block Development Officer, Mapusa,
Electricity Dept., Village Panchayat, Moira) did not see the existing
well in the property when the well is clearly shown on the Survey
plan. Is this a coincidence or connivance by the authorities?
6.  The Senior Town Planner, Mapusa in his letter
No.21/22/MOI/TCP/08/39 dated 13.2.08 agrees  as follows: Yes, it is
true that the Applicant has not shown the existing open well while
obtaining the NOC dated 2.2.07 and it amounts to furnishing incorrect
information and violation of condition No. 2 of the NOC. And he
further adds, the NOC issued was not revoked but kept in abeyance as
it was not a major mistake and the revised site plan could be insisted
and approved. And further in the same letter he says the official of
this public authority has conducted the inspection before issuing the
NOC. The reason on missing out the well in the original site plan by
the officer is by over sight. It is impossible that this could be an
oversight by all 5 departments.

7.  By furnishing false and misleading information the Applicant has
violated condition No.2

have been forced to shift into top gear.  They 
have stepped up the pace of the construction 
at their sites and several projects have now 
been put on the fast track to completion.  
Foundations are being sunk into the ground 
at a furious pace.  The strategy is simple and 
well known by now: get something going quick,
then take it to the courts if people object.  By 
and by, things will be 'regularized.'

A St. Paul Publication.




Maria E Fernandes born in Colva, Goa at the age of 72
has authored her first book “My God of Surprises”, her
autobiography. In actual fact the book is less about
her and more of a wonderful journey in times and
speaks of places and cultures starting from Goa in the
1930s, 40s and 50s; moving on to pre-independence
Kenya and  the emotional struggle of immigrant
families during it’s independence.

In a very interesting narrative, she describes in
detail her parents marriage in the mid 1930, her
childhood, life in rural Goa, urban Goa, titbits about
how the goans did things in those days of no
electricity and telephone. It talks about their
identity struggle first as goans under the Portuguese
rule and then as Asians in Kenya, ruled by the
British. Most of all it is the faith journey as she
alternates between questioning God’s plan and
acknowledging it with wonder as  she struggles through
the ups and downs of her eventful life.

It is a book  of 180 pages that can be read and
enjoyed by all ages. To the youngsters, it gives an
insight into the simplicity of life in the olden days,
the implicit trust that our grandparents put in the
Almighty and the unquestioning faith that supported
all their decisions and ways of life. I thoroughly
enjoyed the book and am sure that you will too…… Happy

Africa here I come!
 
On the afternoon of 2 December 1955, accompanied by
Papa and Mae and my two older sisters I left home for
Marmagoa Port. My wedding trousseau, my gold wedding
set and some of my clothes were packed in a strong tin
trunk which belonged to our great uncle Caetano. Mae
also packed a small crate with three sealed tins
containing home-made chouricos, parra and bolinhas a
type of goan native biscuits. Since the tin trunk
woulk be in the hold during the entire sea journey, I
had to carry a bag of my clothes with me. That evening
I was due to board the small cargo/passenger
Portuguese steamer, Lurio for my journey to Karachi
en route to Kenya. 
 
Due to the political differences between India and
Portugal, India had closed its borders with Goa. Hence
our ship had to make a detour to reach Karachi.
 
This day was also the 20th death anniversary of my
grandfather, Jack. How significant! For wasn't he the
hero of my Grandmother's Africa stories? Wasn't he the
author of my childhood dreams? And here was I stepping
out of my home almost in fulfilment of those dreams,
sort of a fairy tale with a happy ending! Except that
it was not a fairy tale but the providence of a
loving, caring God at work in my life!
 
It was at dusk that I embarked on the steamer Lurio.
Incidentally, the fiancee of Baptist's brother was
also travelling on the Lurio. However, she had got a
cabin class with her sister and their family members.
 
 
Whilst looking for some space like a lost sheep, an
elderly lady came to my rescue. She was travelling
with her newly wedded daughter-in-law to Nairobi. She
provided for me some space with them. Till today I
remember these two good souls who were my companions
during that journew to Karachi.
 
The next day, 3 December was the feast of the Patron
of Goa, the great Saint Francis Xavier. Eary that
morning there was a Mass on our steamer, after which I
came on the deck with the other passengers to bid
good-bye to our families.
 
Papa, Mae and my two sisters were already standing
just a few yards opposite me on the docks. I was even
able to exchange a few words with them. They had spent
the night in some lodging in Marmagoa to be there so
early in the morning. Mae would never stay away from
home, not even a single night. And here she was
because of me.
 
As the steamer was about to move, my 15-year old
brother emerged with my cousin Antonio. They had
cycled from Margao, a distance of at leat 15
kilometres. It was now about 7.30 in the moring; so
they must have left home before dawn, perhaps as early
as 4.00 o'clock. Now, with the exception of the city
centres, there was no electricity in Goa during those
days. And these two youngsters had cycled all the way
on unlit, dirt laden roads just to see me for a few
minutes standing on the deck of this boat.I was simply
overwhelmed by the love of my family..

Goa's Chief Minister is using the magic word of Development, to support the
builders lobby, against the wishes of the people. It is more of
the development of his builder friends, potential additions to his
migrant vote bank and of course, his personal/political interests.  Yes, Goa
needs development but it has to be in line to the interests of Goa's 
Goans; and not the interests of Mr. Kamats greedy Congress Party  the
builders lobby. There can be fair solutions to develop Goa  preserve our
identity  be part of the Global Community; but unfortunately these
politicians will not try/act; mainly because of the huge illegitimate
financial gains, they could loose and also, they wouldn't want to do
anything that could possibly unease, their supreme masters in New Delhi.

It is interesting to see the chorus of political voices saying
that the state government should decide on 'development' issues.
There does not appear to be a single politician who is willing to
say that the gram sabhas should decide such issues. Representative
democracy is obviously better suited to our politicians than the
kind of direct democracy we are seeing now. That way they can
continue taking anti-people decisions and lining their own pockets.

Didn't Micky Pacheco make all the right noises at the meeting with
Benaulim villagers. But now he wants to 'act tough'?

panchayats could appeal to the directorate of panchayats in case
their permissions were revoked by the gram sabhas.
Panchayat minister Babu Azgaonkar said on Monday that gram
sabhas opposing projects that have been already approved had no
right to do so. “Technical approvals are permissions granted under
the law and nobody, including the gram sabhas, can revoke them,”
Azgaonkar said.
While gram sabhas have a right to put pressure on the
panchayat to revoke construction projects, a crucial question
being asked is: ‘Can all projects in the villages be reviewed by
the gram sabha or is there a certain cap in terms of the nature of
the projects that fall under their purview?’
Director of panchayats Menino D’Souza says that the
infrastructural problems regarding roads, water supply and
electricity that gram sabhas have raised are issues pertaining to
the development of the state and fall within the jurisdiction of
the higher authorities.
PWD minister Churchill Alemao, who earlier represented
Benaulim, is of the opinion that projects that are in gross
violation of the laws should be scrapped but those that have
certain anomalies could be amicably sorted out. “At this rate
there would be no development at all. To sort out the issue of
availability of water to the villages, I have issued a circular
stating that any housing project with more than 30 flats should be
directed to my department because I am also vested with the power
of looking after water supply,” said Alemao.
While expressing his ire against the protests, tourism and
housing minister Francisco X (Mickky) Pacheco, who is the current
MLA from the constituency, said, “I fail to understand what is
happening. If there are certain defects in the plan of housing and
any mistake that can be corrected it should be done by discussions
instead of agitations. The government needs to act tough.”

This is interesting. Just before these elections, I
was one of the few who was shouting hoarse that GBA
should
fight elections. I was ridiculed by many activists.
I remember Miguel Braganza telling me to stand for
elections and that I will not get any votes. Fair
enough.

We elect our representatives through elections. Once
we elect them, they do what they please for five
years.
Wasnt this mayhem then not anticipated ?

Perhaps next time, the activities will get together
and fight elections. Preparations for that should
start now itself, really.

 While we are here, I will asking the UK government to put in place a
 reciprocal arrangement whereby properties of Goan settlers in the UK are
 confiscated and the country's 60,000 Goan immigrants are forced to return to
 India. 
 
 
Folks,
1) It amazes me that in today's world, a person can migrate to another country 
and insist on keeping the nationality of his old country. 
2) Thankfully, the British have a sense of justice and do not pass 'revenge' 
laws for its citizens.
3) I agree with the author that Goa has become a toilet. The current crop of 
people who pose as politicians today are, essentially, the scum of Goan 
society. All they are concerned about is how to make money (bribes) in the 
short term. The pressure they are putting on foreigners to abandon their 
property has to be coming from their masters i.e. the builders and property 
developers from out of state.

With this ongoing debate about the cardinal and what he said and his 
interpretation of God, this whole issue is kind of amusing. One just has to 
take a look around to see how much of a role God plays in out lives. The 
Jaipur blasts, the China quake, the Myanmar cyclone - As George Carlin rightly 
says If there is a God, IF there is one, He just doesnt give a sh**. And as 
the genius Betrand Russel once remarked, If I were to suggest that between the 
Earth and Mars there is a china teapot revolving about the sun in an elliptical 
orbit, nobody would be able to disprove my assertion provided I were careful to 
add that the teapot is too small to be revealed even by our most powerful 
telescopes. But if I were to go on to say that, since my assertion cannot be 
disproved, it is intolerable presumption on the part of human reason to doubt 
it, I should rightly be thought to be talking nonsense. If, however, the 
existence of such a teapot were affirmed in ancient books, taught as the sacred 
truth every Sunday, and instilled into the minds of children at school, 
hesitation to believe in its existence would become a mark of eccentricity and 
entitle the doubter to the attentions of the psychiatrist in an enlightened age 
or of the Inquisitor in an earlier time.

In April, Qatar Goan community  members posted disgruntled emails with regard 
to the award given to Simon Dsilva (President Goan Welfare Association, Qatar) 
by the NRI Commissioner.  Also letters were written to the Editor on local 
newspaper Gulf Times.  One of the writer  questioned  Simon Dsilva of his 
illegitimate running of the association and reasons for bringing bollywood 
stars and overseas judges (for May Ball  8th May 2008) and for not disclosing 
their names. 
  
Report on Gulf  Times 13th May 2008  titled Keralite Girl is May Queen, 
stated that the judges were Sarita Barretto, Agnello Fernandes -  president  
Navelim Youth Centre  Kuwait  and Gabriel Crasto, Chairman of Bahrain Goans 
Football League.   The association also felicitated Francisco Correia, Carmo 
Santos, Gabriel  Crasto, Celso Fernandes and Simon Dsilva recipients of the 
Community Service Leadership awards of the Goa government.   A token of 
appreciation was presented to Basil Coutinho, a senior member of the 
association who flew in from Goa to attend the show. 
  
Simon Dsilva did not disclose the judges names before the show.  The Cat is out 
of the Hat.   One of the judge Gabriel Crasto, from Bahrain, is another 
recipient of the award in Goa!! 
  
Basil Coutinho, retired banker, based in Goa is the associations past president 
and was  and is still instrumental to bring it to its present high.  He gives 
his full support and returns  to Qatar every year to secure sponsorship for the 
May Ball.   It is surprising why Simon Dsilva  did not recommended Basil 
Coutinho (his mentor ) name for the Goan award?  Basil Coutinho deserves the 
award. 
  
The Goan Welfare Association has only 10 members (all are Simon Dsilvas 
puppets) and general body meeting/elections are not held for 8 years.  Is it 
acceptable to the World Wide Goan Community?  Is it acceptable to Simon Dsilvas 
gulf counterparts - Agnello Fernandes  president  Navelim Youth Centre  Kuwait, 
Gabriel Crasto, Chairman of Bahrain Goans Football League, Francisco Correia 
and Gerard Fernandes - Young Goan Club Bahrain, Carmo Santos - Chairmain Goan 
Cultural Centre Kuwait, Celso Fernandes - VP Goan Community Oman, Bartholomeo 
Silveira, Abu Dhabi ? 
  
Gulf  delegates / couterparts / award recipients abovenamed who attended the 
May Ball - do you run your clubs like Simon Dsilva with 10 members only?  Are 
your clubs not open to the Community? Are you not responsible for your 
actions/decisions?  Are you not answerable/accountable  to the Community?  Are 
you not transparent? 
  
Regardless of the resentfulness of the  Community, Simon Dsilva had  the 
impudence to invite the other award recipients from Gulf States and felicitate 
them, and himself, at the May Ball.   If Simon Dsilva is so confident then he 
should open the membership to the Qatar Goan Community and hold elections.  If 
Simon Dsilva  does not open membership and conduct elections then Indian 
Cultural Centre, Indian Embassy  and NRI  Commissioner should intervene and

How has the association benefited by bringing the four bollywood (tv) stars?  
Expenses to association: US$20,000.00.  What did the stars do? Arrived late, 
did Nothing. Who decides to bring stars - only Simon Dsilva and his 10 puppets 
support it. 
  
How many Goans attended the show: 20%, approx 90 out of 450 crowd.   Goans 
preventing and no more patronize the show. (In the past it attracted up to 1000 
people with 90% Goans) 
  
How has the association benefited by hosting the judges, gulf delegates? 
Expenses to association : US$10,000.00.   Why did they come? Only Simon Dsilva 
knows, could be to give give solidarity to Simon Dsilva.   No reasons for 
further felicitating gulf delegates at May Ball.  Time lost by people for this 
function. 
  
Show started: 11 pm, only after arrival of the tv stars. 
  
Show could start: 9 pm with 200 people (200 people lost 2 hours, loss of 400

Dear Sachin

It's great to hear from you on this. I have read a few of your posts
earlier on Goanet and while I may or may not agree with you, I really
do appreciate your dignified style of writing and deliberating.

You would perhaps be surprised to know that the so-called paintings of
nude Gods and Goddesses which have been in the eye of the storm for
some time now were not drawn by Hussain in the recent past but were
drawn several decades ago. The same paintings were displayed in
several exhibitions across the Country then and none of them drew the
kind of violent responses that we seem to be seeing now.

Incidentally, the titles of the paintings which one sees on the
Sanatan website and on the Hindu Janajagruti Samiti pamphlets are not
the original Hussain captions. These titles were in fact picked up by
these two organizations from the book Anti- Hindus authored by Hindu
writer Praful Goradia. The original captions were deliberately altered
with the sole intention of misleading people and fanning their
emotions and sentiments. The whole controversy began in the early 80s
when the Sangh Parivar launched their Hindutva movement. The Muslim
Hussain thus became the perfect pawn in the game of Hindutva, i.e. a
larger game of mobilizing Hindu support to seize power.  It is indeed
sad that they chose a figure who had been more influenced by Hinduism
and its culture than Islam and who had drawn more than 150 canvasses
on Ramayan at a time when he was virtually broke, an entire series on
the Mahabharat, hundreds of forms of Ganeshas and several other
paintings celebrating the Hindu spirit of life.

The entire smear campaign against Hussain is based on untruths. For
instance, way back in 1976, Hussain drew a few abstract stylized
outline sketches of Goddess Saraswati for the O.P. Jindal industrial
family. Likewise, another painting titled Sita Rescued was drawn by
Hussain in the 70s for Ram Manohar Lohia. Neither of these paintings
had distinguishing nude features of any kind, they were abstract
representations much in synchrony with the age-old Hindu traditions,
certainly by no means obscene or vulgar. However, in a text-book case
of the blind men describing the elephant, radical and orthodox Hindu
groups chose to see them differently. A sensual Saraswati playing the
Veena thus became the Nude Saraswati. A stylized sketch of Goddess
Durga sitting on a Tiger was also falsely portrayed by these orthodox
groups as Goddess Durga having sexual relations with a tiger. Truly,
the High Court was perfectly right in observing that Obscenity was
indeed in the eyes of the beholder.  Ditto with Perversion.

I had the opportunity to interact with a few Hindu artists during an
art competition that we had organized during the occasion of Shivaji
Jayanti. These artists mentioned to me that several Hindu artists were
even more liberal when it came to representing Hindu deities and that
Hussain was unfortunately being singled out because he was a Muslim.
They too observed that there was absolutely nothing wrong in the
paintings and that this was nothing but a political issue.

I agree with you that Hussain has not drawn nude paintings on Islamic
culture and to answer that I will direct you to what Shashi Tharoor
wrote in Times of India: The question of why Hussein doesn't paint
Muslim figures in the nude is a red herring. The Islamic tradition is
a different one from either the Hindu or the Western; what causes
offence in one is different from what causes offence in another.
Islam, after all, prohibits any visual depiction of the Prophet,
whereas visualizing our gods and goddesses is central to the practice
of Hinduism.

When the whole controversy broke out, Hussain made it clear that these
paintings were drawn with intense love and admiration and that not a
single drop in it was drawn out of hate. He also said that if in the
process of doing so he had hurt Hindu sentiments, he was willingly
apologizing for the same because humanity to him was more important
than his paintings. But these groups and their supporters were just
not willing to listen. Hussain had committed blasphemy and they wanted
nothing but his head. The Hindu Personal Law Board did just that by
offering a Rs 51 crore reward for eliminating this icon. Several cases
were lodged against him by misguided Hindus and he was virtually
hounded out of the Country, forced to live a life in Exile.

Please do not get carried away by these self-proclaimed moral
custodians

Samir, are you sure the problem is with the people who contest, or with 
the system itself? A system made to suit the growth of 17th century 
British mercantile capitalism. One in which the puppeteers (and 
'permanent government' ... lobbies of all kinds) plays the kingmaker's 
role, while the fronts such as politicians are solely held responsible. 
One in which those with deep pockets never lose a single election, but 
can, in fact, control the result in every single one, regardless of who 
'wins' or 'loses'. And Floriano wonders why he why he can't get the 
numbers. Blaming the voters for being shameless or whatever (as my 
colleague Ethel did on 'We The People') isn't placing the blame where it

While I could have been more clear in my previous
comments, Bosco is apparently unfamiliar with the
nuances of Kashmir within the context of India and the
discussion that was taking place.  The discussion was
about whether a Goan can buy property in Kashmir like
non-Goan Indians can buy property in Goa.
I wonder why Bosco left out my next sentence, It is
still a disputed territory administered by three
different governments, Pakistan, India and China.

In fact Jammu  Kashmir is autonomous under Article
370 of the Indian Constitution.  Thus the region does
not function like other Indian states including Goa.

As per Frederick's e-mail below - We on Goanet would like to know what 
action the Catholic clergy of Goa, as well as Goa govtmt has taken, 
regarding schools who purposely fail students in large numbers, in 9th std, 
and 11th std, so that the schools can achieve, proudly and shamelessly their 
claim of 100% pass in 10th std. and 12th std.


Failure of students in 9th and 11th std means that the school has not 
employed teachers, who themseves are 1st class graduates in their chosen 
subject of teaching.  In fact, schools and colleges who fail students should 
be charged with a hefty fine and reasons should be given in writing as to 
why these children have failed.


We are all aware, that failing school and college students, leads to 
suicide, criminal behaviour etc.  of goan youth.

The National Human Rights Commission, New Delhi (Law Division) has in a 
letter dated  29th April, / 6th May, 2008, directed the Director General of 
Police, Govt. of Goa Panaji, Goa  to take action as is deemed appropriate 
and dispose off the complaint  pertaining  to Mr. Antanasio (Babush) 
Monseratte, MLA and others in Case No: 4/5/1/08-09/OC


It may be noted that following the merciless and brutal assault on the son 
of  MLA Mr. Antanasio Monseratte and others at his residence and elsewhere 
by the Goa Police , on 19th February, 2008, this writer, pained by the 
brutality had filed a complaint before the The National Human Rights 
Commission, New Delhi directing the members of the Commission, to a) 
take cognizance of the assault on innocents as reported in the local dailies 
of the State and b)  to constitute a branch of the Commission in the 
State, to put in check, such highhandedness of the law enforcing 
authorities.


While the undersigned expresses gratitude to the members of the Commission 
who on 25th April, 2008 perused the complaint and directed necessary action; 
it is hoped that the Director General of Police Shri. Brijendra Singh Brar 
(IPS) will examine the incident in its proper perspective and ensure that 
such atrocities on human beings are not resorted to under the garb of 
enforcing law and order in a civilized society.


It is also hoped that the NHRC will constitute a Bench in Goa to rid the 
state of such human rights violations which are mounting with politicization 
of the police force in since the beginning of this century.

A brutal assault by policemen attached to the capital city Panaji Police 
Station, on two innocent youths both teenagers from Taleigao  one a son (who 
has a grave ailment and is under specialized medical attention for a 
physical ailment) of a local politician a sitting  MLA, supporting the 
ruling Indian National Congress-Nationalist Congress Party coalition in Goa 
Legislative Assembly  on the night of 19th February, 2008 has traumatised 
the righteous and peace loving citizens Goans.


The condemnation of this brutality is moreso, because the police force in 
utter disregard to decorum or restraint expected of a law enforcing 
personnel,allegedly  made a forceful entry of  the residence of the MLA at 
Taleigao and having smashed everything on their path to smithern  in futile 
search of the MLA  picked up his son and another who were in the house 
pushed them mercilessly into a waiting police van and after brutal assault 
took them to the police station only to be joined there by their parents and 
several others there.


What Goans are agitated is that ---while they express reservation on the 
merits and demerits of the arrests involving the MLA and his spouse  who 
were also detained by the police for squirmishes outside the Police station 
and subsequently released on bail, they condemn the brutal assault on the 
innocent youth and have reason to believe that the police bestiality
