Expanded encoding does work for XY line charts - I think you need to
start small and work your way back to your full chart. For example, if
I take your second chart, remove all the extra parameters and delete
all your data EXCEPT for the first and last points I get:

Not sure if the above script is exactly what you have, but it will not
work due to the missing HTML tags. Therefore the request for the image
from the Google Chart is never initiated and you get nothing.

Your example can't be rendered - the data parameters (chd=t ) are not
available - maybe it's your computer / browser / plug-in / etc ?
Try to post an example without the labels - that will help you see
where the problem might be - seems likely to be an encoding issue

No existe una manera de sustituir el punto decimal por la coma decimal
en las etiquetas de datos (aun) - Google debera implementar algo para
solucionarlo.
Una idea que puedes considerar es eliminar las etiquetas sobre las
columnas (chm=N*f2*,00,0,-1,13) y reemplazarlas por axis
