A fix for the below problem, courtesy of Tony, is to simply create a file in
the Source SDK Base 2007 directory called steam_appid.txt with 218 inserted
inside:
Create: .../[STEAMNAME]/steamapps/Source SDK Base 2007/steam_appid.txt
Insert: 218
No administrator permissions required.

And to be clear, that's right click -: Run As administrator.
Mflux had the same problem, and this was what fixed it.
Of course this is all under the assumption that you're running a version of
windows that has UAC.
