Using the +servercfgfile works in Win32 as well, thank Flubber. This is for anyone who wants to run multiple SRCDS' from the same installation except with different server.cfg's. For example, my command line is +servercfgfile server2.cfg. I did not replace -exec server.cfg which I doubt you want
