I have seen this exact same issue when settings my maxplayers to 64.
Although at 48 and less it doesn't happen. I have not tried inbetween 48
and 64 though, those are just some number's i messed around with month
or ago, but it would be nice to know what causes it and how to stop it
from

files, and there's a dod folder with some corrupt looking
gameinfo.txt file, and that's all that's in there, nothing else, also
the gameinfo.txt complains as being invalid file format when u try to
start a DOD:S server via steam.

That's what i'm using on my linux machines.
Seing about 35% cpu usage with 2 full 32 player servers.

Yeah its available in my steam's dedicated source server as well,
although if I try to start one just to try it out, I get an error with
invalid file format for the dod\gameinfo.txt or whatever the file is.
I hope we hear something soon from valve, specially on the non-steam
requirements side,
You can can just make a new one right with the steam software, on a
win32 platform, the dedicated server stuff is included with every steam
account automatically and for free.

the newest engine updates and server changes where available via the
non-steam command line tool.
So far the command line (non-gui, non steam) tool, has not been updated
by valve in order to support dod:source's server stuff.
