I got the request about a month ago followed by a phishing attempt. They
purported to be from Valve and wanted to confirm my password. I asked them
for their STEAM_ID so I could report them to Valve.

Are the ZTMP and Bzipped files (from CZERO and Source server respectively) a
waste of space on the fast download server or does the compression help
there too? I guess I can look at the web server logs to see if the web
server delivers them, but the best answer would come from here.

Depends whether Valve is using a feature of IE that was guaranteed to
never change. Otherwise, with no contractual obligation, it is up to
Valve to keep up with changes. My bank, for example, tests for the
presence of IE6 and tells me to upgrade to IE6 when I'm running IE7.
Who is responsible?
Facts are wonderful things! Thank you. My apologies to Valve. This is
definitely a Microsoft induced BUG not a feature change.

You are not an idiot. You asked for help. Idiots continue beating their
heads against the wall. EVERYONE here knows what you are going through.
Stick to it and keep learning. Setting up a server and plugins takes time.
Missing one step or misconfiguring one thing can make everything stop
working.
1) On the box running STEAM games, install the ISA firewall client.
You'll find it on the ISA server in a share.
2) On the ISA server, give the STEAM box permission to access the
ports listed in the STEAM forums.
If you move to Linux, you'll have to make the ISA server the route
of last resort
Using the firewall client, allow any outbound, both TCP and UDP, from the ip
address of the server and inbound only the correct ports for your game
configuration (and any other ports needed for other services hosted on the
box).

EVERY programming language defines it's own rules. I found Java, then PHP
unusual after starting with VB and VBSCRIPT, but I learned and accepted the
rules (grammar) of the language and pressed on. I figured it was better to
get the work done than to ask the world to change to accommodate me.
Friends has been down all day, too. The Steam servers are currently down
for routine maintenance...

HL1DM:S was just released, but isn't available for dedicated servers
