The logic does hold, the VAC ban is only 1 year, so if you rob a bank you are sent to jail for some amount of time. Durring that time you are banned from all other activities. Sounds like a fairly good analog to me. Now to address Scott, how did you get HL1 VAC banned if you didn't use a cheat?
