This has been discussed from time to time in the past, and AFAIK mp_chattime is used as a minimum delay, not a max delay. If you set mp_chattime to 60, it should force a minimum delay of 60 seconds and not change maps before that no matter what. If you set it to 1, it won't change maps for at
