I can see, that after a refresh of the simplified Internet list, the same
servers are shown in this list. This simplified list makes it a top list
of all servers. What qualifies a server to become ranked 1 in this top list?

The servers shown after your own IP. So if your IP is starting with 81.xx then
serverns that starts with 81.xx will show first in the list for you. :P

He's wrong, it has nothing to do with IP-address. Also it doesn't seem
to be listed under lowest ping either. However it does list the same
servers all the time. First one for me is Swedish, 2nd German.

How would that stop it from just sitting there on segfault, instead of
restarting? Also, I run custom maps, and the maps and resources are
located on a remote download site, wouldn't sv_allowdownload 0 prevent
them from being able to download from my download site when connecting
to server?
