I've had this error before and simply deleting the file clientregistry.blob from the .steam folder will fix it.  Just remove it and restart the tf2 server.  You'll find the folder in the root of the linux user home folder.  It should fix the issue but can't give any hard promises as I can only

I had similar issue once with our servers and the only way I got round it was removing the clientregistry.blob file from the user root .steam folder, then running an update as normal.  I don't know if it will help your situation but for a minute of your time it won't do any harm to try. Hope
