Users getting disconnected with the Invalid STEAM UserID ticket error in TF2
when Steam servers are down is a bug. Users are only supposed to get this type
of disconnect if Steam is up and explicitly tells your server to disconnect a
user. It should be fixed for the next TF2 update.

This also occurs on HLDS servers. Would be nice to see a fix too.

When steam servers go down it also breaks loadouts until the server is
restarted. Will this be fixed as well?

I'd say it occurs on EVERY Valve game time to time but most recently
only a big issue in TF2. We have to restart our servers to make it go away.

If it could fix itself on map change that would be a lifesaver!
Just had a 32slot server screw up and started kicking everyone took 50 minutes
to fill up again.
Hope a fix comes soon.
Thanks.
