More like 1 slot too few. I have 40 slots on start line, status reports
40 and 2 of those reserved slots. Visiblemaxplayers is set to 38 so no
one accidently uses the 2 extra reserved. Due to this reason i tend to
keep them always free and not filled. However, 38 slot seems to be yet
again
Haven't checked yet in CSS, but if it works like in TF2, when you
enable tv (tv_enable 1) a new slot is automatically added
