I am not expert on this subject, however, experience tells me that you
should check the compatibility of the various substance with which you
are working. For example most water base paints will not adhere to
most plastics, and many plastic base materials will not adhere
(permanently) to others.

As to whether or not you are missing a step - I don't know. I picked
up on this combination from a Krylon rep when I e-mailed them and
asked for any tech charts they might have that would relate to
Wilhelm's work. The tech responded with what they recommended.
