setxkbmap -rules xfree86 -model pc104 -layout us_intl
does not get me c with cedilla when pressing right-altcomma-c.
Anybody can get it to work? All the other accents work.

setxkbmap -rules xfree86 -model pc104 -layout us_intl -option grp:switch
