The cpus defined as CF (specialty) engines ONLY run the CF code, so
there is no gain to you SYSA/B/C/D lpars.
Are you running a parallel sysplex?
Also I think the GP engines are in one pool, and the CF engines in
another so your weights aren't giving you the MIPs you think.

I think it is telling you that the processor you are trying to work on is in
Service Status. Have you had an engineer working on the hardware and left it in
service status?
The CPC icon should have a coloured background. If you click on the icon you
should see a tab saying acceptable status.
Where do you define the LOAD address, through HCD 2.11.I. i.e. the LOAD
profile for the LPAR has USE DYNAMIC address? Is the (correct) address
defined in the LOAD profile?
