I think the Hardware Management Appliance sounds interesting. IBM seems to
spend more time onsite here working on the HMC's than the actual CEC's nowdays.

Ok, just for grins, lets try this:
Go into 'Single Object Operations' for the CPC in question. Console Actions
-> Network Diagnostic Information -> Ping tab. PING the address of the HMC
you were trying to use as the sysplex time NTP Time Server. See if that SE can
successfully ping that

That might be because your SE's are not connected to your external network and
they cannot directly contact your NTP server(s). We have our HMCs getting time
from NTP servers on our netowork (make sure 'Enable as time server' is
checked). Then on the System/Sysplex ETS configuration tab
