Only if you used IND$FILE to transfer them to your network and they were text files originally, I'm afriad. FTP uses different ASCII-EBCDIC translation tables to IND$FILE which means it won't work if they were really FTP'ed. IND$FILE is usually a 'File Transfer' facility within a TN3270 Emulator

As Alan pointed out in a different thread, this could still be problematic if, for some reason, any of the lower-numbered devices failed to come online at IPL. It is better to have the addresses that you want to dedicate to users Offline_at_IPL and not bring them online until AUTOLOG1 or later.

Just fyi - You can use the NETRC DATA file to store userid/pw for different hosts... that way at least you're not hardcoding that part in an EXEC. If it's present -- you can assume you will be logged in when you start FTP -- so you just queue up the commands you want issued, and skip the USER
