I am now a little further. Now, Emacs loads with no error message, as

(setq load-path (cons /usr/share/emacs/site-lisp/epg/ load-path))

22. IIRC EasyPG is not bundled with Emacs 22, so you need to install it
by yourself. You can grab it from http://www.easypg.org.
