Is this anything to be discussed for 5.3 or should it just be left?

should atleast be taken into consideration with the addition of

This should really be fixed similar to the iconv //IGNORE flag - so
that bad characters are just replaced with '?'
Maybe using iconv is a way to go in your scenario?
