User MarkusSchaber has commented on the issue:
"<p>As far as I can see, the DispatcherTimer is "fired" from within
the WPF Thread Dispatcher loop. The normal IronPython console just sits there,
waiting for input from the command line, and is never executing the WPF
Dispatcher (why should it?).</p><p>You should be able to get the same behaviour
with a C# or VB console application which just sits there using Thread.Sleep()
or Console.ReadLine().</p><p></p>"
