The easiest way to create samples is with Acrobat 9 Professional
Extended, which can create and manipulate PDF Maps.

But that would only provide you with a single sample nor would it
provide you with validation tools, etc.
You really can't make PDF writing software w/o having something that
can create samples to match your needs...
