In my setup, I find it if I search for mouse from the Start Menu, then from the Control Panel options choose the devices tab. I can then tab into the dialogue, and disable pointing device is one of the options. When I disable and leave it disabled, it carries over after reboots. I should also

This doesn't answer your question, but I found it pretty cool. You can type C:\Windows\system32\cleanmgr.exe /sagerun:1 in a Run window and hit Enter. The disk cleanup operation will start right away. Other wise, you can go find your c drive, and press alt enter, tab once and disc clean up will
