I have not experienced any problems with accessing recently added books on
Bard. I am using latest Jaws 18 on a Windows 10 computer and Internet
Explorer. I did have problems downloading magazines but I contacted my NLS
representative and she contacted Bard and the problem was corrected.

Sounds like you don't have the proper account settings;
Try the following;
Open Outlook 2016 and go to File tab.
Then, just above the Account Settings button, click Add Account.
Select Manual setup or additional server types.
Then Choose service select POP or IMAP
Add your user
