Hello,
I have a laptop, and sometimes when opening up and lifting the screen, Jaws
will speak certain notifications. Otherwise, I don't know how to access
those when using the computer.

If they are Windows 10 notifications, you can access those that are saved until
you open them in Action Center by pressing WINDOWS+A, and the temporal ones
with WINDOWS+V.
In case of classic text balloons, with numeric keypad turned off press
